Buying distribution transformers from China: IEC 60076, losses and the efficiency rules by market

This guide covers three-phase distribution transformers, liquid-immersed and dry-type, bought from Chinese manufacturers for utilities, industrial plants, buildings and energy projects. Sinospect checked the standards and rules below at their sources on 26 September 2026.

In China, GB/T 1094.1-2013 is a modified adoption of IEC 60076-1:2011, in force since 14 December 2014.
Routine, type and special tests
IEC 60076-1 sorts transformer tests into three groups. Routine tests are made on every unit, type tests on one unit of a design, and special tests when the order asks for them; the short-circuit withstand test is a special test.

IEC 60076-5 demonstrates the thermal ability to withstand a short circuit by calculation, and the dynamic ability by the special test or by a theoretical evaluation of the design. The specification says which one the buyer accepts. Type-test and short-circuit reports are for the same design and rating as the unit quoted, and they name the laboratory, its accreditation, the date and the edition. STL, the forum of short-circuit testing organisations, lists 11 members in its June 2025 directory, all outside China, so a buyer asks where a Chinese design was short-circuit tested.
Losses and the efficiency rules by market
European Union. Regulation (EU) No 548/2014, amended by Regulation (EU) 2019/1783, sets maximum losses for transformers placed on the EU market. Tier 2 has applied since 1 July 2021. For three-phase units with one winding up to 24 kV and the other up to 1.1 kV, Tables I.1 and I.2 set these maximums, in watts:

Table I.3 adjusts these limits for other voltage combinations. Regulation (EU) 2019/1783 adds one exception: where replacing an existing transformer one for one would bring disproportionate installation costs, the replacement needs to meet only Tier 1.
United States. DOE’s final rule of 22 April 2024 sets new minimum efficiencies for distribution transformers from 23 April 2029. A request for information published on 15 June 2026 asked how the standards interact with supply chains and left the compliance date in place.
China. GB 20052-2024 sets mandatory minimum efficiency values and efficiency grades for power transformers. It replaced GB 20052-2020 and has applied since 1 February 2025.
IEC TS 60076-20:2017 proposes two ways to define an energy-efficiency index and three methods to evaluate a transformer’s energy performance, which helps when a tender compares offers on losses as well as price.
Liquid-immersed or dry-type
IEC 60076-2 sets the temperature-rise limits and test methods for liquid-immersed transformers. Dry-type transformers follow IEC 60076-11:2018, for units whose highest voltage for equipment is up to 72.5 kV with at least one winding above 1.1 kV. It classifies them for environment (E), climate (C) and fire behaviour (F); the classes a site needs go in the specification, together with the special tests that prove them.
What moves the price and the lead time
- the rated power, the voltages and the vector group;
- the guaranteed losses and the efficiency rule of the destination;
- liquid-immersed or dry-type construction;
- accessories: tap changer, protection, temperature monitoring, enclosure;
- the test regime: witnessed routine tests, type tests, the short-circuit test;
- packing for sea transport and the delivery term.
In the US, Wood Mackenzie projected a 10% supply shortfall for distribution transformers in 2025, with about half of US supply imported. For power transformers, a NIAC report of June 2024 quoted Wood Mackenzie on lead times rising from about 50 weeks in 2021 to 120 weeks on average in 2024. Buyer checklist
Before award
- Rated power, voltages, vector group and cooling, with the IEC 60076 parts and their editions.
- Guaranteed no-load and load losses, checked against the destination’s rule.
- Type-test reports for the same design and rating: laboratory, accreditation, date, edition.
- The short-circuit withstand test, or the IEC 60076-5 design review, as the specification requires.
- For dry-type units: the E, C and F classes the site needs.
Before shipment
- The routine test report for each unit, with measured losses against the guarantee.
- The factory acceptance test witnessed where the contract provides for it: see transformer FAT witnessing.
- Rating plate, drawings, manuals and the spare parts list in the destination language.
Frequently asked questions
Which standards apply to distribution transformers from China?
The IEC 60076 series: part 1 for general requirements and tests (2011 edition), part 2 for temperature rise, part 3 for dielectric tests, part 5 for short-circuit withstand and part 11 for dry-type units. China’s GB/T 1094.1-2013 is a modified adoption of IEC 60076-1:2011.
What are the EU loss limits for a 1,000 kVA transformer?
Under Tier 2 of Regulation (EU) No 548/2014, applicable since 1 July 2021, a three-phase liquid-immersed 1,000 kVA transformer with one winding up to 24 kV and the other up to 1.1 kV may have at most 7,600 W of load losses and 693 W of no-load losses; the dry-type limits are 9,000 W and 1,395 W.
Is the short-circuit withstand test part of the routine tests?
The short-circuit withstand test is a special test under IEC 60076-1, made when the specification asks for it. Routine tests on every unit cover winding resistance, ratio, impedance and load loss, no-load loss and the dielectric routine tests.
When do the new US efficiency standards for distribution transformers apply?
From 23 April 2029, under DOE’s final rule of 22 April 2024. A June 2026 request for information left that date in place.
